{"id":512,"date":"2022-09-26T13:36:36","date_gmt":"2022-09-26T16:36:36","guid":{"rendered":"https:\/\/mrcla.com.br\/?p=512"},"modified":"2022-09-26T13:36:36","modified_gmt":"2022-09-26T16:36:36","slug":"programa-pro-trilhos","status":"publish","type":"post","link":"http:\/\/mrcla.com.br\/en\/gestao\/programa-pro-trilhos\/","title":{"rendered":"Programa Pro Trilhos: entenda o futuro do transporte ferrovi\u00e1rio brasileiro"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">O Programa de Autoriza\u00e7\u00f5es Ferrovi\u00e1rias <\/span><a href=\"https:\/\/www.gov.br\/infraestrutura\/pt-br\/assuntos\/transporte-terrestre_antigo\/programa-de-autorizacoes-ferroviarias\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Pro Trilhos<\/span><\/a><span style=\"font-weight: 400;\"> teve sua cria\u00e7\u00e3o estabelecida pela <\/span><a href=\"https:\/\/www.in.gov.br\/en\/web\/dou\/-\/medida-provisoria-n-1.065-de-30-de-agosto-de-2021-341649416\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Medida Provis\u00f3ria n.\u00ba 1.065\/21<\/span><\/a><span style=\"font-weight: 400;\">, que <\/span><b>permite e incentiva investimentos nas vias f\u00e9rreas<\/b>.<\/p>\n<p><span style=\"font-weight: 400;\">Dessa forma, as empresas podem fortalecer a infraestrutura do transporte, construindo e operando:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">p\u00e1tios;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">ramais;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">ferrovias;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">terminais.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Essa medida provis\u00f3ria atingiu economicamente, at\u00e9 o m\u00eas de fevereiro de 2022, R$ 133,24 bilh\u00f5es de investimentos projetados e <\/span><a href=\"https:\/\/www.gov.br\/infraestrutura\/pt-br\/assuntos\/noticias\/2022\/09\/resolucao-regulamenta-processos-de-autorizacoes-ferroviarias-e-contratos-de-adesao-do-pro-trilhos\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">27 contratos assinados<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">O Pro Trilhos visa aumentar a atratividade do setor privado para viabilizar o desenvolvimento de ferrovias:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><i><span style=\"font-weight: 400;\">greenfields<\/span><\/i><span style=\"font-weight: 400;\"> (constru\u00e7\u00e3o de novos empreendimentos);<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><i><span style=\"font-weight: 400;\">brownfields<\/span><\/i><span style=\"font-weight: 400;\"> (expans\u00e3o ou revitaliza\u00e7\u00e3o de projeto j\u00e1 existente).<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Desse modo, h\u00e1 a liberdade de transportadores, operadores log\u00edsticos e ind\u00fastria em requisitar autoriza\u00e7\u00e3o ferrovi\u00e1ria para constru\u00e7\u00e3o e opera\u00e7\u00e3o.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Com isso, abre-se um campo para a verticaliza\u00e7\u00e3o da cadeia de suprimentos e aumento da malha ferrovi\u00e1ria brasileira.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Neste artigo, abordaremos o<\/span><b> futuro do transporte ferrovi\u00e1rio brasileiro <\/b><span style=\"font-weight: 400;\">com o Programa Pro Trilhos. Al\u00e9m disso, podemos citar os seguintes objetivos do projeto:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">promover a pesquisa, desenvolvimento e inova\u00e7\u00e3o no setor ferrovi\u00e1rio;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">aumentar a concorr\u00eancia intramodal e intermodal para reduzir os custos de envio;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">amplia\u00e7\u00e3o da capacidade e qualidade do frete ferrovi\u00e1rio para equilibrar a matriz de transporte;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">promo\u00e7\u00e3o do investimento privado para o desenvolvimento do transporte ferrovi\u00e1rio de passageiros;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">ampliar as oportunidades de investimento e emprego, e estimular o desenvolvimento do setor ferrovi\u00e1rio nacional;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">busca de sinergias entre os objetivos estrat\u00e9gicos do setor ferrovi\u00e1rio e os interesses do setor privado, de modo a mitigar o risco e aumentar a atratividade do projeto.<\/span><\/li>\n<\/ul>\n<h2><b>Quais s\u00e3o as possibilidades de progresso setorial com o Pro Trilhos?<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Um dos objetivos do Pro Trilhos \u00e9 <\/span><b>aumentar a oferta de infraestrutura ferrovi\u00e1ria<\/b><span style=\"font-weight: 400;\">, promovendo competitividade, maior efici\u00eancia da rede e menores tarifas.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Desde a introdu\u00e7\u00e3o da atual rede ferrovi\u00e1ria nacional,<\/span><b> novos centros de demanda surgiram<\/b><span style=\"font-weight: 400;\">. Mas foram no interior, com longas dist\u00e2ncias at\u00e9 o porto e falta de acesso \u00e0s vias f\u00e9rreas.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Nesse sentido, o n\u00famero de quil\u00f4metros percorridos para chegar aos principais embarcadouros do pa\u00eds aumentou, por\u00e9m, n\u00e3o houve expans\u00e3o da malha ferrovi\u00e1ria na mesma velocidade.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">De acordo com an\u00e1lises realizadas pela Confedera\u00e7\u00e3o Nacional do Transporte (<\/span><a href=\"https:\/\/www.cnt.org.br\/analises-transporte\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">CNT<\/span><\/a><span style=\"font-weight: 400;\">), o modal ferrovi\u00e1rio se torna cada vez mais competitivo \u00e0 medida que a dist\u00e2ncia e o volume de transporte aumentam.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A competitividade intermodal \u00e9 alcan\u00e7ada aumentando a oferta de infraestrutura, que permite aos embarcadores escolher o modo de transporte que melhor lhes conv\u00e9m.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Em contraste com as iniciativas governamentais anteriores que buscavam promover a competi\u00e7\u00e3o, dividindo os operadores ferrovi\u00e1rios entre gestores de rede e operadores de trens, o <\/span><a href=\"https:\/\/mrcla.com.br\/en\/servicos\/marco-legal\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Marco Legal das Ferrovias<\/span><\/a><span style=\"font-weight: 400;\"> proporcionou competitividade.<\/span><\/p>\n<h2><b>Quais ferrovias ser\u00e3o constru\u00eddas?<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Conforme mencionado, o total de recursos privados destinados \u00e0 implanta\u00e7\u00e3o da ferrovia chega a bilh\u00f5es. Com a conclus\u00e3o desses projetos, espera-se que <\/span><b>aproximadamente<\/b> <b>10 mil km sejam adicionados <\/b><span style=\"font-weight: 400;\">\u00e0 malha ferrovi\u00e1ria brasileira.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Al\u00e9m do trabalho direto, a nova malha, licenciada pelo programa Pro Trilhos, <\/span><b>promove toda a cadeia log\u00edstica <\/b><span style=\"font-weight: 400;\">de distribui\u00e7\u00e3o de produtos \u2014 principalmente na agroind\u00fastria \u2014 por rodovias de resgate e demais segmentos da economia.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As novas ferrovias desse projeto s\u00e3o:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Estreito\/MA \u2014 Balsas\/MA;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Suape\/PE \u2014 Curral Novo\/PI;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Maracaju\/MS \u2014 Dourados\/MS;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">S\u00e3o Mateus\/ES \u2014 Ipatinga\/MG;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">A\u00e7ail\u00e2ndia\/MA \u2014 Alc\u00e2ntara\/MA;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Guarapuava\/PR \u2014 Paranagu\u00e1\/PR;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Cascavel\/PR \u2014 Foz do Igua\u00e7u\/PR;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Uberl\u00e2ndia\/MG \u2014 Chavesl\u00e2ndia\/MG;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">\u00c1gua Boa\/MT \u2014 Lucas do Rio Verde\/MT;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Perequ\u00ea\/SP (<\/span><i><span style=\"font-weight: 400;\">shortline<\/span><\/i><span style=\"font-weight: 400;\">) \u2014 Terminal Integrador Portu\u00e1rio Luiz Ant\u00f4nio Mesquita (Tiplam), no Porto de Santos\/SP.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">A primeira ferrovia privada licenciada est\u00e1 localizada no Porto de A\u00e7u, no Rio de Janeiro. A cerim\u00f4nia de assinatura decorreu no final de janeiro de 2022, no lan\u00e7amento da pedra fundamental para o in\u00edcio da constru\u00e7\u00e3o da termel\u00e9trica GNA
